After much discussion and obstruction of the DEM party, the House of Representatives last night approved the bill of the Government establishing the Social Fund with resources from the exploration of oil and gas in pre-salt (subsalt) layer, except for the highlights which aim to change the text. The project was approved by 330 votes in favor and 1 against. The vote of the 14 highlights presented will occur today (24), in sessions scheduled for 9:30 and 14:30.
The agreed text was submitted by the rapporteur of matter in special committee that examined the proposal, Mr Antonio Palocci (PT-SP). Although there have been numerous amendments made in order to change the distribution of money from the fund with the spraying of resources, the rapporteur chose to keep the base of the text sent to Congress by the Executive. He declined to establish the fixed percentage of the fund to be assigned to each area benefited.
For the adopted text, the fund's assets will be invested in programs to combat poverty, confronting climate change and development of education, culture, public health and science and technology. According to Palocci, the Social Fund is an excellent initiative because it makes "an enormous wealth, which is the pre-salt, in an appeal to several generations."
"The significance of the fund is you get all the result that belongs to the federal government, of the extraction of oil and gas from the pre-salt, and put on a long-term savings that, over the years, will use the results of this application in education programs , health, regional development, "he said.
The only opposition party that sent contrary to the approval of the project was the DEM. After the vote of the highlights, the bill establishing the Social Fund will be forwarded for consideration of the Senate.
